The Challenges
Project consisted of the placement of 3” thick recycled asphalt material grindings on various roads located throughout the County of Imperial. Project activities included grading and compaction of subgrade, placement of SSH-1 asphalt emulsion, and shoulder backing. Additional activities included project identification signage, traffic control, and environmental compliance. Project faced delay challenges due to burrowing owls, which resulted in the suspension, and eventual cancelation of a portion of the contract. Successfully negotiated a notice of potential claim filed by the contractor down to one-third of the originally claimed amount. Project received funding and was administered under the guidelines of the Caltrans Local Assistance Procedures Manual (LAPM).
