The Challenges

This project aimed to alleviate traffic congestion on Newport Road by providing more through lanes over the freeway and easier freeway access by utilizing two loop ramps to enter the freeway without the need to wait at a traffic signal. Specifically, this project provided two additional lanes for a total of six lanes of freeway overcrossing through lanes, created dedicated right-hand turn lanes in each direction for easy on-ramp access, and two new loop ramps, which eliminated all left turns for freeway access.  Anser was responsible for oversight of the entire project from pre-bid constructability reviews, utility relocation of gas, electrical, communication and water lines, and contract administration throughout construction. This included, quantity checks, as-builts, change orders, RFI and submittal review. The schedule was critical to the project due to the heavy traffic through the project and the potential impacts to the surrounding businesses. Anser analyzed the CPM schedule and ensured the contractor hit important project milestones through partnering with the contractor to find ways to modify the construction staging to deliver the critical tasks on time.

Project Successes

  • Identified drainage conflicts with the utility relocations and worked with the utilities to change their design.
  • Checked all quantities to ensure accuracy and minimize costly errors.
  • Worked closely with the developer neighboring the project to align project schedules.
  • Minimized risk to the County by making Roadway Ex a final pay item to eliminate disputes.
